I am no expert on this but I think that Turk and Turkic do not have the same meaning.

Regarding the URL quoted above there is a heading,

'Alans as the ancestors of Balkarians and Karachais'

There are comparisions made between Catalonian and Balkarian languages (Alans settled in Catalonia).
