There is Lithuanian word PRIEŠINGAS, meaning OPPOSING. So it can be that surname Preisingis means OPPOSING. 

Don't fantasize, Nevertis. It is absurd to have a name meaning "opposite, opponent, opposing". The suffix "ing" is in general an adjective (not substantive) suffix, meaning quality of something, e.g. akmuo "stone" : akmeningas "stony", garbė "honour" : garbingas "honourable", etc.
