What about the the Act of Tilsit of Nowember 30, 1918? 

Mrs. Inga, you forgot to mention that so called act of Tilsit was signed by self-proclaimed, not elected representatives of Prussian Lithuanians. Also being minority they claimed for territories where Prussina Lithuanian swer in minority. Not surprise that more prominent persons like Wilhelm Gaigalat, Alexander Kurschat, Wilhelm Storost not signed such opportunistic act.

And what if your swiss "expert" was biased? 

Inga Baranauskienė is not biased, of course...
