Very little is known about Tracian language and therefor very little can be said its hipotetical relation to the Baltic languages. Normaly Tracian is discribed as Paleobalcanic language related to for ex. Dacian. It is very riscy to draw far goinig conclutions based only on names of places and rivers. Tracian was most certainly less related to the Baltic languages then Germanic or Slavonic languages.
